    the NGO Centro Terra Viva mobilized and built capacity in civil society to influence extractive industry developments In South Sudan the Petroleum Revenue Management Bill was approved by the two Houses of Parliament and awaits the President s signature for enactment The Ministry of Finance Commerce and Economic Planning MoFCIEP and the Central Bank of South Sudan entered into a cooperation agreement that covers the establishment and operational procedures of the Petroleum Revenue Account into which all petroleum related revenues shall be transferred In Sudan a petroleum policy working group was established and initiated work on recommendations for a new petroleum policy The General Directorate for Environment and Safety GDES in Sudan carried out audits of the operator s HSE Health Safety and Environment compliance while coached by Norwegian colleagues In Tanzania the Petroleum Policy Committee completed a draft Petroleum Policy Document In Uganda the Petroleum Exploration Development and Production Bill and the Petroleum Refining Gas Processing and Conversion and Transportation Bill were enacted into law The Strategic Environmental Assessment SEA for the Albertine Graben was completed and will be submitted for a Cabinet hearing Several recommendations from civil society were included in the report following active engagement by WWF Uganda and project partner civil society organisations CSOs There were also several challenges The OfD programme is engaged in a technically complex and politically contested sector often in fragile and conflict ridden states Developing capacity under such circumstances is difficult and not without risk For example the outbreak of largescale violence and internal conflict in December 2013 put the entire South Sudanese statebuilding project to a test and jeopardized the progress and achievements of OfD s efforts to date In Uganda the OfD programme was put on hold for most of the year due to corruption in a non related

    energy and renewable energy sources We are thus well positioned to address these dilemmas when we provide assistance in the energy field Energy has been at the core of Norway s development assistance policy for many years This has resulted in the Clean Energy for Development Initiative and the Oil for Development Initiative Both initiatives can help to increase economic growth and prosperity in some of the poorest countries in the world The current annual report presents some of the activities and key achievements of the Oil for Development Initiative in 2009 Through this initiative we assist developing countries at their request in their efforts to manage petroleum resources The main aim is to generate economic growth and promote welfare for the whole population in an environmentally sustainable way Demand for Norwegian assistance with petroleum sector management is growing rapidly We now cooperate with more than 24 countries mostly bilaterally but also through regional and multilateral initiatives Each country has its own particular challenges and there are no quick fixes Our approach to petroleum sector management is broad as we also include environmental and revenue management This is necessary if oil is to be a blessing and not a curse We mainly build capacity within government institutions because a competent public sector is crucial for ensuring good governance of the petroleum sector However we also support civil society and the media These must be strong enough to monitor their governments Time patience and many factors beyond the Oil for Development Initiative s control are required to turn oil in the ground into broad based improvements in livelihoods This report shows how the Oil for Development Initiative makes use of Norwegian and other relevant experience and expertise to contribute to this important process in our partner countries E rik Solheim M

    in a hunt for quick money Oil should be a blessing not a curse Government should use petroleum revenues to provide essential services for the many and not line the pockets of the few local communities should experience new economic opportunities from petroleum activities and not the destruction of their livelihoods through environmental degradation countries rich in petroleum should prosper and not slide into violent conflict and political chaos Norway has wide expertise in the field of petroleum sector management Our administration of natural resources and resulting revenues has attracted considerable international attention Many developing countries want to learn from our experience The Norwegian Government s Oil for Development initiative focuses on resource management revenue management and environmental management We mainly build capacity within government institutions because a competent public sector is crucial in ensuring good governance of the petroleum sector However we also support civil society and media These organizations must be strong enough to monitor their governments Demand for Norwegian assistance with petroleum sector management is growing rapidly and Norway now cooperates with more than 25 countries mostly bilaterally but also through regional and multilateral initiatives Each country has its own particular challenges and there are no quick fixes Our goal is to enable our cooperating countries to manage their petroleum resources without our assistance Vietnam has now reached that point and we are gradually scaling down our capacity building activities However getting there has required more than 20 years of cooperation strong political will and complex cross cultural efforts Oil for Development is an important part of Norway s international development efforts and will continue to be so in the years to come Tweet Oil for Development 2008 annual report Bestill Gratis Dine bestillinger Norad Direktoratet for utviklingssamarbeid 2011 Besøksadresse Ruseløkkveien 26 0251 Oslo Postadresse Pb 8034
